She would be the perfect candidate for such operations, being so close to the Minister for Magic. We already know that Voldemort had his eye on the Ministry, and if he couldn’t manage to control the Minister him/herself, who better to control than the Undersecretary to the Minister? Also, Voldemort’s return in 1995 and Umbridge’s seize of Hogwarts in 1996 can’t be a coincidence. This is my headcanon, and I’m sticking to it.
